Chairman Karasek called the meeting to order at 7:41 pm.
A motion to approve the work session minutes for August 20, 2009 was moved by Jane Crego and seconded by Carl Nylen, all were in favor, motion carried.
OLD BUSINESS:
ZONING ORDINANCE REVIEW - The Planning Board briefly discussed the progress made at the first work session that was dedicated to the Zoning review. Although only a few pages of the first section had been covered, the variety of interpretations of the same text was interesting in that it showed that the revisions should focus on clarity.
The Town Board recently approved changes to the zoning ordinance for farm labor camps and signage. The revision for signage didn't entirely hit the mark - the wording eliminated paper bulletin boards such as found at the Pit Stop on County Route 3. The farm labor revision allows the Planning Board to control the aesthetic qualities and locate structures as well as well, septic, driveways, etc. Some research of the States Agriculture Law states that the farm has to be in a certified agricultural district to qualify for special farm labor housing regulations. Can the Board ask applicants if they're in an Ag. District? Or to provide proof ? Does the Codes Office get proof ? Can the County supply a list yearly of all residents that are in an Ag. District? Obtaining such a list could be added to the January set-up meeting agenda. A statement that representations and statements made by applicant are true and conditional to the approval could be added to the minutes or the approval letter. At this time Chairman Karasek asked the Board members if they felt comfortable writing the language for the revisions or should a legal representative be invited to assist. Most felt that the Board could write it and then possibly submit it for a final cursory review prior to recommending it to the Town Board for acceptance.
COMPREHENSIVE PLAN REVIEW - The Board continued the review process, the following is an outline of the discussion and proposed changes during the review.
Section IV. Transportation - New York State Route 3 is designated as a minor
arterial which needs to be changed to major arterial or collector since the
development of Wal-Mart, the creation of the CIT District, the addition of
a turn lane and a stoplight. Table 1 needs to be changed as well - contact
Karen Noyes at County Planning. The addition of any deeded roads such
As Senior Avenue and the abandonment of roads such as Dey Road and
Cut-Off Road needs to be checked for the table changes.
Page 32 -The County Route 46 bridge rehabilitation was concluded in 2007 - text should be updated. Check on dates of construction. The bus routes for both Centro and Oswego County Opportunities have expanded - text should be updated.
Page 34 - Under d.Trails the State Routes listed have two County Routes included, 8 and 85 are not State roads.
Chairman Karasek concludes the review session for this evening and suggests that the Board aim to present what they've completed to the Town Board no later than November. This will allow the Town Board members two months time to read through the reviewed sections and approve the updates.
With no further business to be discussed, a motion to adjourn at 9:06 pm was moved by Anne Marie Lepage and seconded by David Crockford, all were in favor, motion carried.
