Chairman Karasek called the meeting to order at 7:30pm

PUBLIC HEARING
Purpose: Review of descriptive paragraphs to be added to Comprehensive Plan and Zoning Regulations.
Chairman Karasek opened the Public Hearing and explained that the Planning Board is acting as liaison for the Town Board in reviewing text to be added to current Town documents to aid in molding the new commercial districts in Granby. The paragraphs that were submitted to the Town Board which were approved after their review are now read aloud into the record (attached). Mr. Karasek opens the floor for discussion - which there is none because no one other than the board members are in attendance for this evening's meeting. The Hearing Notice was posted in two publications of the Valley News and posted on the Town Hall bulletin board as required by Town statutes. At this time a motion to close the Public Hearing is moved by Jane Crego and seconded by Anne Marie Lepage, all were in favor, motion carried.
Chairman Karasek updated the Board on the following projects:
DUNKIN DONUTS - Planning Board attorney Matt Kerwin has written a letter to Roy Clark (developer) explaining that he needs to submit paperwork and pay fees to both municipalities. A discussion surrounding the work session of November 4th ensued to update Member Lepage on the roles that Fulton and Granby will play. Fulton Planning Chairman Sandy Weston contacted us after their scheduled monthly meeting and informed us that they had designated Granby as the lead agency.
MARKETPLACE AT FULTON - Attorney Matt Kerwin wrote to Mr. Wise (developer) and informed him of fees he needed to pay even though he has withdrawn his project.
With no further business before the Board, the meeting was adjourned at 7:50 pm.

To go into the Comprehensive Plan
Description of Rural Flavor-
The Town of Granby was born out of an agricultural/ farming community. As such, this Comprehensive Plan recognizes the need to protect and embrace that heritage. It is the intent of the Town of Granby to develop and grow in a manner that preserves that heritage. As such the Town will ask any new development or remodels in the CIT Zones to comply with the following description of "Rural Flavor".
Structures are encouraged to have one or more of the following characteristics:
1. Facades of stone, wood, timber, rock or other natural materials that represent resources that may be found in our community. Or the use of materials that represent the same said appearance.
2. Colors that contain earth-tone base muted and blend well with the natural agricultural setting.
3. The use of porches, window shutters, shingles, barn style roofing, weathered appearance, gables and other structured style features that are found in our community.
4. The use of sidewalks, benches, low indirect lighting, planters, ponds, trees, and fauna that is located in other areas of our community.
5. The use of underground utilities.
6. Screened/ landscaped maintenance facilities.
7. Traffic patterns and or parking that are user friendly with the number of family style vehicles. IE: pick-ups, vans, and SUV's. Ingress and egress that compliment the use of adjoining businesses without the return to a main road or highway.
To go into Zoning:
All new construction and remodel construction in the CIT zones of the Town of Granby must have architectural plans approved by the Planning Board. All such construction shall adhere to the standards as described in the Town's Comprehensive Plan. Such standards will be listed under "Description of Rural Flavor".
